We discussed this with Mr. Pidgeon this morning, and I told him that while I could see a case for the North Borneo State Bank being repaid the amount to which it was out of pocket as Agent of the Hong Kong Government in the scheme of firewood purchases, I thought that was all they could expect us to do in present circumstances.
In view of the imminent likelihood of North Borneo being completely in enemy occupation, there seemed to be little point in considering the question of payments to local firewood companies. As regards the North Borneo Company whose headquarters are in London, it would be necessary at any rate for the Company to show that it had itself paid out to the firewood suppliers locally. I gathered from Mr. Pidgeon that this was unlikely; if so, there is no reason for them to expect themselves to receive this sum from Hong Kong funds.
